The Ministry of Environment of Ukraine and Interecocenter performed tasks to implement item 2 "Development of draft resolutions of the Cabinet of Ministers of Ukraine: On soil quality standards" of the National Action Plan to combat land degradation and desertification, approved by the Cabinet of Ministers of Ukraine from 30.03.2016 № 271. Link to the "National Action Plan to Combat Land Degradation and Desertification" https://zakon.rada.gov.ua/laws/show/271-2016-r To this end, on July 4, 2019, an interdepartmental meeting was held on the topic: "Elaboration of amendments to the Procedure for collection, use, dissemination of information on desertification and land degradation, approved by the Cabinet of Ministers of Ukraine on July 19, 2006 № 998". Link to the "Procedure for collecting, using, disseminating information on desertification and land degradation" https://zakon.rada.gov.ua/laws/show/998-2006-p Information about the interdepartmental meeting of July 4, 2019 The purpose of the meeting is to work out amendments to the Procedure for collection, use, dissemination of information on desertification and land degradation, approved by the Cabinet of Ministers of Ukraine 19.07.2006 № 998. This task is defined by paragraph 2 of the National Action Plan Of Ukraine dated 30.03.2016 № 271, and is under the control of the Cabinet of Ministers of Ukraine. Since the adoption of the Procedure in 2006, there have been many changes: in the legislation, the system of executive bodies, at the international level, etc., which need to be taken into account and necessitated changes to the Procedure. One of the reasons for the additions is the implementation of the Sustainable Development Goals (hereinafter referred to as the CSD), approved by UN General Assembly Resolution № 70/1 of September 25, 2015. To monitor the implementation of the CSB, the UN General Assembly approved a set of indicators (resolution № 71/313 of 6 July 2017). Among other things, countries need to determine and report how much of their total land area is degraded (for monitoring SGP15 “Conservation of Land Ecosystems”) and how this indicator changes over time. Obtaining such reliable information is problematic for Ukraine. Information on some degradation processes (57.5% of the country's lands are subject to erosion; about 20% - polluted; about 12% - flooded, etc.). But under the existing approaches it is impossible to determine how different degradation processes overlap in space and time, to guarantee proper periodicity, representativeness and reliability of data. To address them, new approaches are being introduced based on the use of Earth remote sensing (remote sensing) data. The Ministry of Environment has prepared proposals for changes to the Procedure, which for convenience are set out in the form of a comparative table. It is offered: • review the current state of implementation of the Procedure by representatives of authorized bodies, institutions and experts and report on the real situation with obtaining the necessary data and the problems they face; • hear and discuss information on current international trends and prospects for the use of remote sensing data; • prepare specific changes to the Procedure. The results of the meeting will be formalized in the form of a draft resolution of the Cabinet of Ministers of Ukraine and sent to the Ministry of Environment for consideration by interested bodies (List 1). The draft resolution proposes to approve standards for environmentally friendly irrigation and irrigation management and standards for environmentally safe drainage and sewerage management.
