Analysis of the obstacles and opportunities for repurposing aged/unused offshore infrastructures
How access to data and knowledge about the oceans, seas and fresh water can realize the objectives of the Mission[1] as carried out in the programs: 1. HORIZON-MISS-2023-OCEAN-01-07 “Cross-basin topic - Analysis of the obstacles and opportunities for repurposing aged/unused offshore infrastructures”[2]? 2.HORIZON-MISS-2023-OCEAN-01-01 European Blue Parks – Protection and restoration of marine habitats TOPIC [4]?
As we know the European Commission has mandated the main operators of Copernicus Marine Service (MOi) and EMODnet (VLIZ) to build, with a co-creative and fully inclusive approach, the backbone infrastructure as “EDITO-Infra” of the future EU Digital Twin Ocean .
What are the possibilities of Copernicus Marine Service (MOi) and EMODnet to marine restoration for HORIZON-MISS-2023-OCEAN-01-07? 1. to assessment of marine health by used to monitoring EU instrument for habitats and species for solutions to support marine restoration and to prepare programs for alternatives to the decommissioning of offshore platforms. 2. to demonstrat of data for the formation of specific measures. 3. to form of the data and results for proposals in accordance with the principles of FAIR (Discovery, Availability, Compatibility, Reusability). 4. to present of environmental impact as principles FAIR. 5. to use of modern EU initiatives: 5.1. European network of marine observations and data/ EMODnet; 5.2. European Open Science Cloud / EOSC; 5.3. Digital Twin Ocean as a system of digital knowledge of the Mission about oceans and waters; 5.4. Copernicus Marine Service/Copernicus Marine Environment Monitoring Service/CMEMS (The full list is attached) to form specific measures that will be aimed at expansion. 6. to disseminat and popularize of EC initiatives for marine restoration to monitor of the long time decommissioning of offshore platforms according to EU “Study on Decommissioning of offshore oil and gas installations: a technical, legal and political analysis” (2021)[3].

EDITO-Model Lab will prepare the next generation of ocean models, complementary to Copernicus Marine Service to be integrated into the EU public infrastructure of the European Digital Twin Ocean (EDITO) that will ensure access to required input and validation data (from EMODnet, EuroGOOS, ECMWF, Copernicus Services and Sentinels satellite observations) and to high-performance and distributed computing facilities (from EuroHPC for HPC and other cloud computing resources) and that will be consolidated under developments of Destination Earth (DestinE).
EDITO-Model Lab make ocean new knowledge available to citizens, entrepreneurs, policymakers, decision-makers and scientific experts thus enabling them to become partners in knowledge generation, explore desirable futures and develop ocean management scenarios , with the overarching goal of ensuring a safe, healthy and productive ocean. As an interactive and user driven initiative, EDITO-Model Lab will deliver a Virtual Ocean Model Lab (VOML) including a core model suite including global high-resolution models and coastal configurations, downstream user toolkits and a developer’s toolkit for a sustainable ocean. The VOML will be an interactive and co-development environment to operate models.
